I run into this from both ends. Orc camp in highpass comes to mind. I usually give the camp to lower levels if they are polite in asking about it. Being nice to people goes a long way.

Probably because all the big money camps are camped 24/7 by people on government assistance. Have to drop RMT just to get the gear to get in line for the fungi king.

High level farming in a low level area is good risk vs reward if you don't feel like paying much attention while still getting some plat.

SolA is a popular one, you often see 50s monks in there. Although much of the time the solo monks will be lower and also getting xp.

I suppose it might be something a ranger could do effectively, seeing as their defence caps out at level 40 (so they tank mobs upto mid/late 30s effectively) and they have a reasonable array of damage shields, heals, mobilisation, etc.
