JBoots are a get out of jail free card for most classes in outdoor zones (unless you can FD) so they are absolutely useful regardless of if their run speed boost isn't that amazing. Plus outdoors they can be used as a clickie to reset GCD, so really useful if you don't have another item that you use for that.
I take your point on the S Ro Druid. The S Ro situation has always seemed odd to me. It's been awhile since I brushed up on the rules for Quillmane, but my understanding was in SK if people are clearing the PHs you can't come in and snipe Quillmane. But in S Ro you apparently can? | ||

There are no PH in S Ro. It just has a 10% chance to spawn every night. Right?

Sro AC does indeed either spawn or not spawn at 9pm every game day, and he does have specific spawn locations all of which are in the sand\desert area of the zone, and at 9pm either he or a PH will spawn at one of those locations. I've gotten the sro ac four times on green, most recent one being about 2 weeks ago. Two of the times I've gotten him, he spawned in the exact same place which was approx -800, +1100 near where the sand meets the grassy area.
If you can pinpoint one of his spawn locations, just show up and stand right on it at 9pm and you might get lucky. Standing in the middle of the desert and trying to track\race for it usually doesn't work out and you just leave frustrated cause some douchey bard or druid with spirit of cheetah gets it. | ||
