The only reason they want Fear open is this.

Every day it isn't, is another day it puts them closer to equal ground with everyone else. People are leveling up, gearing up and taking away their advantage. This would cure their boredom as every one would be more of a challenge in pvp.

Opening Fear due to terrorist tactics and petitions just to appease them is only granting them more boredom later.

If anything, the plane of fear should be held back until 2 or 3 guilds can adequately handle fear. This would cause the greatest challenge as now you will have multiple guilds fighting for drops/power/leet status and overall increase the fun level of Red99.
