Thanks for the screenshot of your Nvidia control panel settings.
I compared what I'm seeing in EQ with those setting vs the control panel defaults and I'm not seeing any obvious improvements (GTX1070 + latest driver). Either way I see a lot of texture aliasing. I think there was an older Nvidia driver that allowed us to force mipmapping, which I think would solve this, but the current driver doesn't seem to allow this. Here's an example of the texture aliasing that I'm seeing - note the shimmering on the ground and pillars. This particular area is especially bad. [You must be logged in to view images. I didn't see anything specific for MIP, but there are a lot more Nvidia settings if you use Nvidia Profile Inspector. It gives a lot more granular options, careful what you change though =)
I don't recall seeing what you are seeing in that area, but I also have my AA set to 0x0000002D AA_MODE_METHOD_MIXEDSAMPLE_128X | ||

I found a fix for the texture aliasing. Using EQ-Zip I exported and re-imported the textures in the lakeofillomen_obj.s3d file and that fixes it since EQ-Zip will, by default, add mipmaps to the DDS files when it imports. It looks sooo much better now.
Using EQ-Zip (instead of S3DSpy) should also make Psycher's upscaling process easier since it automatically exports the DDS files to PNG with a PNG extension and automatically imports the PNGs to a DDS format with a BMP extension. It also supports flipping the images to deal with the issue with the chr.s3d files by using some menu buttons. Wow, what great work. It would be great to see the Project 1999 team coordinate a wider project to get new textures in place and then to promote them on the homepage. I find it hard to think of any objections to such a coordinated project with respects to saying 'it 'aint classic'.
