Neither of them are actually floating heads. That's just how they project themselves. They have amazingly advanced technology.

"God" in Star Trek V is indirectly retconned in TNG to be an imprisoned cytherian. http://www.trekbbs.com/showthread.php?t=34685. It's not a coincidence that Joe Menosky's script for The Nth Degree revolved around aliens living in the center of the galaxy who brought ships to them and communicated via floating heads. Unless you think it is coincidence, that Joe Menosky never saw Star Trek V and just happened to write a script that featured something remarkably similar to "god", and that there's now two alien species living in the center of the galaxy who have nothing to do with each other but who just happen to communicate via floating heads and bring ships to them by manipulating people.

I have no idea what the guardian of forever is but I do know The Nth Degree was written with Star Trek V in mind.

This is the only piece of media that shows the origin of the being on Sha Ka Ree and it's not even canon. There isn't a single mention of Sha Ka Ree or Star Trek V in any of the breakdowns of The Nth Degree.

It would be interesting if the two were related, I'm not denying that, but you are still jumping to a conclusion because you see a slight similarity between the two. Your link to the page saying that Joe Menosky who wrote the Nth Degree thought "God" was a renegade Cytherian is unsourced.

If you don't know what the Guardian of Forever is you must also not be aware that in the original series they dealt with several different alien species that were giant floating heads with supernatural abilities.

Yeah, it was part of the Q continuum series novels. They aren't canon though.
