EQ's population did not peak in Velious so to say it went downhill is just 1 opinion. I personally consider classic progression to be the start of EQ till the end of PoP. With that said, its up to the server devs and they have stated that Velious is the end of classic, and anything after that will likely be custom content with classic in mind with a likely new server to start up years from now.

Mmm, during the height of PoP on my live server there were always groups and people in 'old world' zones like Splitpaw, Karnors, Kurns, Blackburrow, the Karanas, Ro AS WELL AS people xping in Paludal Caverns and some newer zones. The old world zones was actually more populous than MOST of the Luclin zones.
As there were no bard AoE kiting whatsoever, most outdoor Velious zones were fairly empty, while the dungeons like Velks and Crystal Caverns always were full of people. Btw, having bard AoE kiters in every outdoor zone is by far the most un-classical thing about P99, but its not a big concern for me personally
Variable Hot Zones could be a good way of getting people play in areas of P99 that are mostly shunned by the general population, but the Classic EQ Talibans will probably declare Jihad on me for saying this.
