I think only beta accounts created before this announcement should get levels and gear for this. But that's just me.

If anyone hasn't suggested it already, you might also have some spell vendors that give you your spells up to your level like they had in Kunark or just spell vendors with all the scrolls that cost 0.

Also some vendors that max out your skills.

Auto leveling would probably give more footage for this promotional video, with fewer people being 1-shotted :P
