RMT's are actually good for the server health. They allow people who value their time more than their money to play on this server by getting rid of the barriers to entry (boring grinding). There's no real reason to actively look for people engaging in RMT's unless you want the server population to continue to decline.

Your premise is flawed in that the sole basis in which you judge the server's health is:

1) The volume of new players joining.
2) The ease in which they can achieve high levels.

If Project1999 were a business and I had a stake in profits, I'd agree with you. But it isn't, so I don't.
