want to say that quote outlines the partisan divide... notwithstanding certain fringe or specifically honed relatived topic...

Democrats view is that without government no Rights can exist... ie: govt. grants rights...

by and large a republican point of view is that God or Nature grants rights...

so then the question really largely becomes "Do we exist to serve the Government, or does the Government exist to serve us!?"

I know where I stand... I believe the government cannot grant rights, it can only infringe upon them and according to the Natural Law of things, THEY become the criminals. I, however, recognize and love and respect the good aspects of the government and it's role in protecting and adhering to the Natural Rights of Me (We as a society or nation(US) have never been freer(sp).
