when they talk about withholding federal funding for whatever reason i always wonder, aren't those funds already in place holding down other various spheres of influence?

so if you withhold funds then they have less reason to do what you want

I know Medicaid and school funding(including meal programs) are federal block grants that require compliance.

I wonder how much of their brilliance is attributed diredctly to Xi. Like, if when he kicks the bucket the whole fucking thing is gonna come collapsing like a house of cards?
