Do Concussion resists work on belly casters?

I know Concussion reduces threat even if its resisted normally, but does this apply differently to belly casters? Not sure if on the backend spells are just completely negated when out of range.

Yes, works on belly casters. On full resists. All scenarios except 100% flag immune mobs (such as Venril Sathir Remains, Undead Bard).
