The person
who was doing the quest was also fairly well known on the server and
had a lot of backing. I wouldn't expect them to do the same for a
more common spawn such as the broodmother. Also, in this case it
wasn't the request of a player, but rather the requests and petitions
of many players backed up with logs and screenshots.

The wiki is unclear on his actual spawn time and I have little experience with this mob. However it seems that his spawn time after Naggy is killed is 20-100 hours. I count the first source as most credible as it comes secondhand from a GM. There is some contradictory evidence on his alla page but I believe this evidence outweighs theirs. What they experienced at the time could have been bugs. However you can see a consistent pattern of long spawn times and mention of choke points in-era.
