Default rogue secondary worn haste, being fixed?

So all that hype year+ back about wearing an extra haste item for faster backstabs(allowing triple duelist backstabs, basically abackstab every like 5.2seconds or something with haste + 41% haste(and epic)), ever since quiver haste was added and item haste values are shown its been broke or whatever. ive heard people talking about it being fixed pending update, anyone have a link to nilbog or a dev saying this, or discussing it?

just curious if i need to adjust my items for it. currently use eashen claw for 41%, if I happen to get a vulak dagger then I need a dozekar bracer for the 41% haste most likely easiest one to obtain, since i have cloak, gloves, boots, belt, and all that stuff filled already with near/bis items ide rather not do a minor upgrade or downgrade just for the haste in those slots.

If you've got full ATK buffs, you'd be using Mrylo / Claw anyways.
