Can any pet class do this quest or do you need a Mage to MQ it? If you need a mage how do you MQ it?

You can do the quest on any character.

I believe almost all quests on EQ allow turn ins from any class even if the item in question is class restricted, there may be a few exceptions but I can't think of any. The game doesn't know how to check your class when you turn in an item, the only thing it checks is your faction.

To be clear, only Mages can wield the Shovel ... but since it can be used from inventory without equipping it, it still works great for other classes.
