Tethering from phone

I have 2 phones I tether from, and one of them I use to download updates, but has limited data, but is also faster, has suddenly stopped working. I think it has something to do with the "Allow this device to access data" screen not popping up when I plug in the usb. I have factory reset the phone, restarted my computer, flushed dns, and released renewed adapter. I also tried windows troubleshooter for network. I can't ping google, yet the data on the phone itself is going fast and fine. I think somehow it's not allowing my computer to access the data from my phone. It's not keeping me from playing now, but my always on data is so slow I can't download a patch if it comes out. Anybody have any ideas?

Android update changed how USB tethering works? Very weird.
