Early game the bard has a huge power advantage, since they don't need gear to function.

Lategame (kunark +) monks gain the upper hand, since they scale well with raid gear, bards hardly do.

When it comes to pulling, monk and bard are both good, however they are good at different aspects of pulling.

A monk can split firegiants, a bard can't. Not being able to clear agro in situations where singles are a must makes the bard a very weak candidate for such tasks, SK or necro also outclass bards in this scenario.

A bard can agro 3 mobs, mez one during the pull, mez another in camp, ensuring a steady flow of mobs, a monk needs CC support to do this.

For most content bards will be functionally far superior.

In select locations bards are not competitive with any class that can fd

I guess last point to consider is having the ability to be a DE monk would be pretty cool... Im curious how hard it will be to claim ASS/SUP

Monk is the clear choice as a better all around puller. Bards are good at all around utility and can do pull duty for groups. In a raid monks pull and bards play mana battery.

even if a bard can't pull in a spot due to no fd, they still get a party spot because of being a big force multiplier

Additional consideration... How to SKs stack up against monks, bards, and I suppose necromancers? Who is the ultimate dungeon puller in classic?

Still monks, it activates faster than the spell. Necro’s and SK are to flop on a wipe and help with body summons and one shot Rez for clicky cleric
