Spells: group buffs not landing

A druid and I were out in eastern wastes and twice now when we cast group buffs, they do not stick. The emotes say they landed, but they are not active on one of us. This happened with group regrowth and Protection of the Glade in a row.

Both druids? Both 60? What other buffs? Blue server? Red server?

Blue server. I was an enchanter. First time was group regrowth and it landed on me but not my druid friend. The second one was PotG and that landed on my druid friend and not me. GMR landed on both of us. Both time the spell emotes say they landed on both of us but only one of us got the buff.
