Website - bandwidth seems abysmal

Anyone know what might be going on with the website currently? Trying to return to the game and need to download the updated P99 emu files, which normally is so fast I don't even see a progress bar. Now, the 31mb file says it's going to be done downloading in 30 MINUTES. 15-20kb/sec? Is there a known issue? Even if my 1GB FIOS was instead garbage internet, I could do way better than that.
