Yes. This was already in place. for example, Cleric Superior Healing heals for more than that of the other classes which can cast the spell. The bug fix was that the penalty was not affecting items/etc. For example invigorate clicks on some items should heal 90 not 100, or Jeldorin should proc for 162, not 180.

Ok retried this like 10 times now.
Maybe I am just stupid, clicked the link on home page saved to desktop.
Opened folder of original files.
Deleted old files
Copied new files.
Started.

Oh cool! I admittedly did not know that, but also have not played r99/p99 in quite some time

spells_us.txt (1556449171)
just open the zip file, hit extract to, direct it to wherever you have P99 installed(it will have the resources/spelleffects and uifiles folders in it. Click ok and when it asks you to replace existing files just hit Yes to All

This is assuming you are using WinRar (my program of choice)

mine is:
