How can a 41 shaman get planar gear? I thought you couldnt zone into plane zones until you were 48+?

Its 46+ for planes, and he could have sac'd down from 46 (or w/e lvl) to 41

41 is the level you delevel to if you were lvl 50 during the suspensions.
