Voted all of the above to remove handicap raiding and would like added measures to restrain lawyerquest.
So, adding Yendors suggestion to solve guild disputes. No time to blame the GM when you are busy cracking a leather whip on your enemies bare ass.

Add 25% random disconnects on all players engaged on a dragon. That will simulate dialup internet drops.
Then disable item recharging.

Personally I think putting all ToV and VP dragons on a limited leash would solve a lot of issues...allow them to be pulled a certain (small) distance to allow mechanics such as using walls for casters / healers to avoid aoe's etc, but small enough that there is no longer these stupid zone line pulls. Additionally add ability of trash to summon while undamaged if aggro'd for certain amount of time to stop guilds training all the trash out of the way to kill said named. These 2 additions would force guilds to kill the content as intended, require a much larger time commitment on clears.
