Quest Issue: Captain Tillin - Gnoll Fangs - Missing Dialogue

Captain Tillin should respond to 'I wish to join the fight' but he does not (my char only has apprehensive faction, but the quest did work, so he should still respond).

You probably aren't standing close enough. Lots of NPCs will only give you their speech if you hail them while practically being on top of them.

Well I'm close enough to have him turn to face me, and he ain't responding.
