NPC Spawn Issue: two of the same two NPCs

Karn Tassen and Voleen Tassen both have two spawns in South Qeynos around -176, -263, 3

Both are merchants and junk.

Not sure if this is intended. Just thought I should mention it.

I just reported finding a similar bug for one room in the Permafrost jails (room at 125, -330). Interesting to see other zones/mobs have this double-spawn thing, too.

There should now only be one copy of the Tassens spawned, so hopefully fixed.

This was the result of changes for the Karana plague quest, and shouldn't occur again in the future.
