I'm having the same issues, also Texas based player.
I've noticed that whenever the lag, or desync, or whatever it is happens, I also cannot access the p1999 website. At first I thought it was an issue with my p99 files, but it seems to be some greater error. I'll have the Pope hold a candle light vigil for those of us afflicted. | ||

Same thing, also a Texas native, and TWC subscriber.
I returned a while back, and was having no problems, i went from level 31 to 36 or 37, and then i started having problems at around prime time hours, 7ish to midnight. Yes it affects the P99WIKI, and P99FORUMS websites, i guess its the same server running the show.
I might have to call my ISP and ask them if they are blocking it for some reason, i'm not sure why. I have tried changing setting on ROuter, short of removing FW, but i doubt anything on my end is the problem. The ISP is denying the service from this specific server, because all other websites run fine. Maybe i will give them a call and ask them WTH are they testing or doing that affects that particular address.

Same issues today, been going for the past 4 days. Located in Austin. Seems to be something with Time Warner Cable.
