NPC Spawn Issue: Infected Rats in Tox

Theres already a bug thread about this in the Velious beta, but there are tons of infected rats in tox. I think everything else is being killed but not the rats and they must share spawn tables with everything. The guards don't attack the rats either which I think adds to the problem. I have no idea if these mobs are classic timeline or kunark/velious, but it would be pretty annoying to deal with this on green.
