It starts up EverQuest with using only 1 core, no matter how many core PC it is. It only does it for EverQuest, and only through the shortcut it creates on the desktop. It will not effect anything else on your computer other than EverQuest, and only if ran through that shortcut.

If you want to undo the fix you can just create a new shortcut with "patchme" from eqgame.exe.
