Aside from that, was this guy actually part of animal control, or a law enforcement officer? I would expect animal control officers to adhere to standard protocol a lot better than that.

This is also the first time I've heard of cops shooting cats for little to no understandable reason. It's usually family dogs.

that guy better lose his job. idiot cop didn't let animal control do their job, and proly traumatized some kids. and reall a gun for kittens? plastic bag tied off would've done it. classic pillow case drowning too. or lawnmower if he was going for gore. either way he should be fired.
