Miscellaneous: Target HP bar not updating

Hello, this bug just happened today. My target HP bars are locking at random percentages, persistently (almost every fight). I have tried loading the default UI to no avail. Do you know what could be causing this, and if I have any control over fixing it? I have tried rebooting the game, rebooting my computer, clicking away and then clicking back to the target only stops the HP bar from freezing for a second before it freezes again.
