Default Temporary IP Ban

Years ago I lived with my brother and we both played EQ P1999 after submitting an IP exemption request, but then I moved for a few years and continued playing frequently from my new IP. Recently I moved back in and played for a bit, but today when I tried to log in I got a message saying I got a 'temporary IP ban' I assume the exemption is still valid even though I wasn't playing from my brothers place and he can still play so I have filed another exemption.

So I have a couple questions if anyone has ever experienced this before. Is it necessary? Can I use a VPN in the mean time or will that get me in trouble? I'm not even sure if that will work either as I'm afraid to try without knowing if there will be consequences or not.

Update: Just tried to log in and it worked but my brother is offline now so I guess we just cant be on at the same time. So I guess an IP exemption is the answer.
