So, when exactly is the Project99 trade skills set at. There was a point where the skill level of banded was lowered and it happened about the same time Cultural Armor was introduced. Is cultural armor currently available in Project99

You can definitely enjoy cultural armor. Some of it was made before a correction was made to the "recipe", now requiring gems that weren't there before.
