So how exactly does the splitting work?

If 2 level 25s group together, and you get them both 26, do you charge the level 25-26 twice? Since it ends up taking you twice as long to level two characters? Then they figure out how to pay for it that way?

That's exactly right. Melees more often are looking for a caster to leach off of, but sometimes casters are looking to save some money and find a melee class. Total amount would still be the total levels for 2 characters. Who pays how much is left to discretion of those getting power leveled.

Only time this is not true is hourly rate for low levels which is divided by the number of people being power leveled.
