From the original retail CD spdat.eff, Burnout very obviously reduced pet hp:

Seems like that would be 2 / 4 / 8hp per tick.

In the March 14th 2000 spdat, the hp drain is gone, and the spell has gained a haste component:

Some hints here as to what the water pet regen should be, given the above burnout numbers:

Water pet regen should beat burnout.

One more thing, it seems the water pet regen scaled up with level (I imagine all pet regen scaled up with level, but water pets moreso), so I would think it should *always* beat burnout by at least 2hp/tick or so unless proven otherwise:
