Warden Lius missing for Heretic Battle quest?

Stocking up on Bones from killing Elial Brook, working on maxing out my Deepwater Knights faction on a new Pally. I want to turn them in after I'm done for more exp and some other Erudin factions. But while grabbing my first spells in Erudin, I went ahead and checked the palace to see what kind of experience/faction I'd be getting per turn-in, and the NPC for the turn-in isn't even there. Warden Lius/Jail Master Lius seems to be missing.

That's the quest in question. Did I miss something?

The earliest reference I can find to this quest is from July 2000, so it may not be active yet as Green is still in the 1999 era. Perhaps he's added when Paineel drops?

Interesting - then all I could suggest is waiting to see if he paths or is only up during certain hours. Maybe ask a tracker to pop in the zone and see if he shows up on track?
