Default Why aren't vendor Paladin Spells in?

Why aren't vendor Paladin Spells in? No NPCs in the commons are selling the Paly 59 Vendor spell.

"We've also re-evaluated ways that players have to reduce their own hate. While spells in place to allow this are OK, the Evade skill (possessed by rogues) let them out of their damage too easily. A rogue that successfully evaded would immediately drop to a level of hate lower than someone who was in the awareness range, but hadn't done anything to really upset the creature such as damage it or heal its foe. This problem was exacerbated by the increase of the size of the hate list implemented with Velious."

I wonder what this means.

My suspicion is that is more talking about longer fights leading to high value hate at the end, compared to 32k fights.

A rogue doing 30k DMG could drop all aggro on a successful evade and be lower than a sitting person who has done nothing for example.

IIRC, once the hate list would fill up people wouldn't be added, unless someone on the list died then it would basically be the next person to do something to gain any kind of aggro. The people coming in late to the fight could then go balls to the wall on DPS as long as the other people on the hate list did not die.
