First character on a fresh server?
Put 5pts into WIS and the rest into STR. Especially if playing an elf.

Cleric is a poor farming class and doesn't need to wear much plate.
http://wiki.project1999.com/Cleric#Pre-Planar There is very little plate in the optimal gear setup and you don't need str to carry farmed fine steel. Even leveling up there is very little difference between banded and bronze for a cleric. Unless you're playing a battle cleric for giggles your defense skill will probably behind the curve and you will get smashed anyway. Now my magician I would consider STR over INT for farming purposes. 200-300 extra mana doesn't mean much for a mage. 200-300 mana can allow that last Complete Heal preventing a group wipe for a cleric though.

DE Cleric fresh server, put 5 into STR and 25 into STA.
STR because you need to wear heavy armor because you need all the AC you can get. If you catch aggro and your AC is weak you will die before they pull it off you and a dead cleric is worse than useless. STA because you need HP because the exact same reason as above. You don’t need any starting WIS at all. All it does is increase your mana pool and the only time you will start at FM and go OOM is during high level raids. By that time you will have plenty of WIS gear to swap in for that one fight. Until you start raiding you will be spending 100% of the time sitting in a group and no one is going to wait for you go FM before pulling because exp fights are never supposed to go FM to OOM. Concentrate on +HP and +STA items and keep your AC and defensive skills up. Once you get your defense in line work on getting a set of resistance gear. Only after that worry about WIS. Remember, a live Cleric OOM is always better than a dead one with mana.
