please elaborate on "best". Lvl 4 mez causes agro, mem wipe doesnt, how do you spot if the mez memblur was successful?

Mob will regain @ 5% hp a tick. Sometimes right when the lvl4 mez lands it will reset the mob and it will instantly face its original pathing/standing direction. Otherwize you just need to wait for your mez to wear off and see if it memblued?? Maybe if its succsefully memblured it will con indif if invis?

Level 4 Mez and level 16 AE Mez have the same high chance to memblur.
On a single target: Cast mez Back away (out of Aggro range) Invis/hide Con mob - if indifferent it memblurred. If you're in a confined area where getting out of aggro range is impossible, cast Lull or Calm on the mob instead of backing away. Then you will need to remez it (because the mob will have reaggroed you from the first mezzing) If AE mezzing several, IDEALLY you want them a little spread out (not on top of each other). Then using the same strategy will work. You just want to Lull all 3-4 of the AE Mezzed mobs, recast AE mez, INVIS and con them all to see which blurred. If 2 or more blurred, just use single mez to memblur those who kept aggro. It's a lot easier to do this in a duo situation where you can have a groupmate stay invised the whole time without you having to keep casting it. Also if the mobs are damaged at all, instead of invising you can wait until the mobs HP increases by 5% on the next tick. That lets you know they have blurred.

My enchanter is 45. I've not cast any Mez other than level 4 and level 16 AE. There's no point.
It's more mana efficient, mobs almost never need to be Mezzed for long durations and if they did I would prefer to just memblur as described above and not worry about them. And to ANYONE who tries to tell you the level 4 and 16 mezzes resist more because they are low level spells. Laugh at them in the face and tell them they are dumb. This is simply false. Mesmerize and Dazzle resist at the exact same rate. Glamour of Kintaz/Fascination have -10 resist mods (rarely comes into play, only on high resistance mobs), and Rapture is nearly unresistable. But the pre-Kunark mezzes all resist at the same rate. If you're mezzing any mob under 55, Mesmerize should be a highly considered option at any level.
