You're allowed to be on blue and red and soon green at the same time so obviously you can have more than one client open.
The server select screen is the barrier not to cross.

Hey look, another post complaining about the boxing rules. The one thing that puts P99 head and shoulders above alternatives. How cliche'.
Is "But I just want to transfer money" next?

This is so not complicated and over-asked. It’s simple, once you go past server select you are logged in- those are the clients (per server) that they are counting. If that count is more than 1, you are boxing.
If you accidentally (whatever that would mean here) have a second toon at character select and you’re not doing stupid shit like quick logging for an unfair advantage, I don’t think they’re going to take serious/permanent action. If you do it all the time, or are obviously gaining an unfair advantage I bet you’ll hear from server staff sooner or later, and then we’ll see you on here whining about how unfair it is. And we will laugh.

You can have more then 1 client running at the same time, just not more then 1 at character select screen for the same server, if you werent allowed more then 1 client to be running then you wouldnt be able to play on green and blue at the same time, which the DEV have already said you can do, so you can be playing a character and have another client loaded up on server selection but not on character selection for the same server.
