Default Rampage & Flurry Mechanics

While fighting The Final Arbiter in ST the other day, I observed some bizarre rampage & flurry mechanics occurring. The Final Arbiter flurried our rampage tank on multiple occasions. From what I remember on EQmac and EQlive, flurry should only attack the primary target. The rampage tank should not be taking any flurry rounds unless he becomes #1 on agro through procs or dropping below 20% health.

Here's the odd behavior as seen on P99:

If anyone could add logs from EQlive or EQmac that would show that mobs shouldn't be flurrying the rampage tank I would appreciate it (*looks at Daldaen*).

I tanked for my guild on zek in 01' while we did sleepers, and I specifically remember the mobs being able to flurry both the MT and the rampage tank.

Would you be able to post proof if you can find some? I doubt you have logs from back then but it's worth an ask.

Here are a few excerpts from an EQclerics post suggesting that mobs were unable to both rampage & flurry until Planes of Power:
