Default NPC dual wield quadding with shields

Noticed that NPCs wielding shields will trigger them to be able to dual wild attack and essentially quad with the shield hand. When the shield is disarmed they cease to attack with their offhand as if the shield was a weapon. Its not a massive deal the only place this is really a problem is for killing guards in cities. Tried killing the dwarf guards in kaladim despite being several levels higher was too difficult to kill as they all have a shield and therefore swing with the offhand pretty much doing double damage of what they should be.

The p99 meta of giving torches and shields to mobs to activate dual wield isn't classic. You had to give weapons of differing delays to trigger dual wield on live. It's something that should be fixed someday hopefully.

upon further analysis, this seems to only be the lvl 40 and up guards. I have now killed dozens of freeport guards and the lvl 35 ones, even when actually wielding 2 weapons only hit with their main hand and bash with the offhand despite having a weapon in it, where as a lvl 40 guard like Guard Kroon, when using a shield will dual wield and woop complete ass with that thing like its a claw of lightning. The difficulty between a lvl 35 guard and a 40 guard is like equivalent to fighting something 15 levels higher not 5..
