Faction hits for killing mobs should be broken until [April 1999] era
Unsure when this is added and I am bad at research, but at release we didn't actually know what mobs had what faction hits.

Here's another post from Phase 3 beta talking about faction messages in the chat box. So all signs point to this being in game from the start, you're just remembering wrong.

Looks like I'm wrong. It must have been broken for awhile and then fixed in early April, according to this post it was an undocumented change:

Not sure I'd want them to tbh. I don't think replicating that level of brokenness is worth it for one month.
