Default I have a wizard question

If someone wouldn't mind, could you please clarify something I've been confused about for a while.

What is this called?

Well the bottom one is definitely a spire that was created by the ancient Combine empire.

My guess is the top is just a normal spire created by lame modern day wizards who aren't capable of teleport travel to the moon.

They’re all considered spires outside of velious. The one exception is Nro. That’s definitely just a platform.

Minor and major spires.

The structure in NRo is a minor spire that's buried in sand. All were created by the Combine people. The major spires contain more power than the minor spires. Translocation to minor spires require portal fragments, but there is no reagent cost to translocation to a major spire.
