Throwing Always Misses
Since the patch, I have not hit anything with throwing. I am playing a 37 rogue with my throwing skill maxxed. Before the patch, I was able to hit things with the throwing skill.
I don't have a fancy parser with a bar graph output, but here's a few screenshots of 100% misses on blue-con targets (I only recorded the same type/con of mob for this, but I'm missing on everything). I only used my ranged attack once since the patch but it hit, also throwing is not capped its at like 125 or some shit. Not the best evidence but just saying it doesn't always miss.

Nevermind. I'm a dumbass using non-magical Shurikens in City of Mist. Ported to WC when group broke and I'm hitting bears just fine. Sorry for the bother.
