GTX 1070 - High GPU Usage

Is it like this for everyone? I've had my new PC for a while, but today when I checked task manager, I was surprised to see EQ using 70% of my GPU capacity (apologies if I'm using the wrong terms). I'm no expert, but shouldn't a GTX 1070 be able to run EQ very easily? I noticed that I had the max fps turned up to 100, and usage does go down when I adjust it lower, but I can't help but think there is something that is making EQ take more resources than it should. I tried Gsync, but that made no difference. Frame for frame, I can run things like The Witcher 3 on the highest settings with similar performance. What gives? It will go down really low when I'm in a hallway, but then when mobs on the screen it will ramp up to ridiculous levels for a game that is nearly 20 years old.
