Avatar and Boon of the Garou shouldn't stack. Don't forget Strength of Nature and Predator on buffs. Baton of Flame might* outdamage Jaelen's.

You're right on Avatar/Boon. Boon will not stick with Avatar applied and Avatar overwrites Boon.

+ Ranger Buffs

Baton of Flame is a contender and thinking about it double Sceptre of Destruction might be up there too at 12/18 with both procing a 288 dd

Assuming it isn't a super short fight + kunark gear I'd recommend feverblade + blue epic with 41haste vog and any atk buffs you can stack. Precision disc is also godlike.
