Default Why use higher level proc weapons, before they proc?

Okay, so all this shit I am reading about my class suggests getting dual SSoY's asap and using them forever pretty much until planar and epic. My question is why do people suggest to use proc weapons before they can even do anything? Do you still get the extra hate when it would proc regardless?

I feel like I already know the answer, but I just want to clear things up so I am not confused about it. I can't find anything on this so I am sure it's nothing.

as far I understand a fail proc because you not right level does nothing to generate hate.

Depending on your scenario solo/ duo/ group.

1. solo just go for dps unless you trying to slow / snare mobs.

2. duo : if you partner generates more hate than you are generating with your dps then you may need proc to help hold agro.

3. group : This is where you will more than likely need proc weapons to hold agro as you are more than likely to find people with equal or greater dps agro than you.
