Minimalist is 5/55 rings, wu's quivering staff, and wolf fur slippers or similarly cheap magic boots. For the rest, head to Innothule then Uguk for leveling early on and get yourself netted/woven. Level in kurns from ~12+, and on the trip out there stop by swamp of no hope and get a skipping stone, while they're still unlimited ammo. Buy a large soiled bag to keep your bandages/food in. Hit dalnir's at your first opportunity for crescent.

Other than weapon, magic gloves/boots, and ideally a haste item, itemization isn't going to do very much for your dps. Itemization isn't going to do as much for your tankiness as staying under the weight cap. IMO it's a perfectly viable attitude for lowbie monks to say screw AC, I'm poor and you can just heal me more, I'm looting that bronze and you can't stop me! Others may disagree.

Golden Jaded bracelets, +15hp. Soft leather boots...if you can find them. Azure sleeves pretty good

Good advice here.

I'm in a similar position, and I've found some nice cheap gear to keep an eye out for: Fine Silk Turban, Azure Sleeves, 3 Str Earrings, Collar of Undead Protection, Sarnak Hide Mask, and White Wolf Hide Cloak (or Werewolf Cloak). Some slots seem to have no good cheap options, unfortunately.
