The Grammar Manual (Ice Forged Shackles) - Enraged Walrus not spawning

Description: This quest is working fine up to the point where you actually hand in the Strong Wooden Branch and Strong Raptor Gut to a dialogue-responsive Snowfang Fisher. At this point he says the line he's supposed to say but the Enraged Walrus does not spawn to be killed. This results in the Agitated Snowfang not spawning, which means the quest cannot be completed.

I didn't have access to a tracker but I did look around and in the water to see if the Walrus had spawned nearby unaggro but I did not see it anywhere.

Expected behavior: Turning in Strong Wooden Branch and Strong Raptor Gut to Snowfang Fisher should result in an Enraged Walrus attacking you with the ice gnolls hostile to it and assisting. Killing the walrus should result in an Agitated Snowfang spawning with dialogue to continue the quest.

Only way to get rid of badness is for friend to bring gift offering. Offering that means much to snowfang. If that is done magic is broken by the giving.'

[Mon Mar 03 13:54:38 2014] Snowfang fisher says, 'Offering must be true and strong. To trade for anything else would be an insult to the spirits. If you want you can bring me true strong wooden pole and fine string for new pole. That would be true strong gift and maybe enough to break bad evil on this thing we find.'
I handed in the items

[Mon Mar 03 13:55:09 2014] Snowfang fisher says, 'Very good, very worthy. You take this magic thing, with you maybe this evil is broken.'
But, nothing happened after this - no spawn, no agitated gnoll, no further dialogue
