Default Dragon Necropolis - Chetari and Paebala not fighting each other

Chetari/Zlandicar faction mobs should be hostile to Paebala and vice versa. Currently they don't give a damn - I trained about 15 Paebala rats on as many Chetari and FD'd and they all just stood there before eventually walking back.

I've not had much luck with research on this but some of my most vivid memories from Velious are training huge piles of Paebala over to the Chetari tunnels and watching the carnage ensue. I'll keep trying to find examples of this but maybe some others can comment on their recollection as well.

Description

The Dragon Necropolis is the ancient burial ground of the dragons from this continent. It has since become the home of several groups of rats that fight amongst themselves and with outsiders
