The 2nd post needs more clarification.

Yes; you can MQ sky items. Just did a MQ for ranger epic swirling color sphere last week.

Is the subject cloak MQ proven to not work?

You cannot MQ the quest turn ins *in* the plane of sky to receive the item rewards. But in this instance it's an MQ of the completed sky item, but turned in elsewhere, which will work.
