Default WinEQ2 intermittent slowdown

Ive been having random freezing while zoning problems, and one of the suggestions I've found in the forums has been to run WinEQ2. While this improves the freezing issue, it causes whichever character I'm playing to randomly slow down while running. I'll go from SoW speed, to about crouch-walking speed and back again. Seems to happen in kaladim, GFay and lfay more than bb and cb. Is there a setting I'm missing somewhere that could be causing this? Or maybe someone has a suggestion for the freezing while zoning issue so I don't need to use WinEQ2?

I know that movespeed issues can come from your framerate setting, though intermittent like that isn't typical. If your computer is a potato, your slowdown might be coming from there. Watch your loads in taskmanager or any other monitoring program you'd use.
